SNOW REMOVAL POLICY

The Town of Plymouth does NOT maintain a bare pavement policy.

The town will pre-treat roads with an Enhanced Deicer when frozen precipitation is forecasted. The purpose of pre-treating roads is to prevent precipitation from bonding to the road, and to facilitate melting of the precipitation as it falls. Enhanced deicer will continue to be used during the storm event as required.

The benefits of pre-treating with enhanced deicer include: reduced plowing-related damage to road curbing and driveways, and reduced application of abrasives (sand), which reduces the amount of material to be cleaned from drainage structures and water courses each spring and summer.

Be reminded deicers have always been used to melt frozen precipitation. 
Certain types of precipitation such as sleet may still require treatment with abrasives for traction.

Streets will generally not be plowed if there is less than two inches (2") of frozen precipitation. Several treatments of de-icers and or abrasives may be necessary. During long-duration storms, the Public Works Department may have reduced forces from 11:00 p.m. until 5:00 a.m. to allow the truck drivers to rest. 

Town roads will be plowed and sanded in the following order of importance:

Emergency locations (fire, ambulance, accident locations)
Snow Emergency Routes
School bus routes (main through roads)
Through roads
Cul-de-sacs/Other sites/Town Facilities

Parking Ban

Per Section 10-24 All overnight parking is prohibited between the hours of 12:00 a.m. midnight and 6:00 a.m. of any day during the period extending from November fifteenth (11/15) to April first (4/1) of each year.

Per Section 14-1(a) The owner, tenant, occupant or person having the care of any land fronting on any street or public place in town where there is any sidewalk shall clear snow or sleet within twelve (12) hours of daylight immediately following the cessation of storms...so that such sidewalk shall be made safe for travel.

Per Section 14-2(a) It shall be unlawful for property owners, their agent or any other person, to deposit snow in the public street or sidewalks.

*The Town of Plymouth currently has an all-night on-road parking ban from November 15th through April 1st.
