TO ENACT A MORATORIUM INVOLVING GROUND MOUNTED, LARGE SCALE SOLAR ELECTRIC GENERATION FACILITIES IN ALL ZONING DISTRICTS IN THE TOWN OF PLYMOUTH, AS PERMITTED BY ARTICLE 6 SECTION Z - "SOLAR ELECTRIC ENERGY SYSTEMS" AND ARTICLE 4 SECTION B – "TABLE OF USE AND BULK REGULATIONS"Â
No Petitions / Applications seeking authorization to construct a Ground Mounted Large Scale Solar Electric Generation Facility will be accepted, heard and / or approved by the Planning & Zoning Commission, time period of one year, starting November 15, 2025 and ending November 15, 2026.Â
The purpose of the Moratorium is to grant to the Planning & Zoning Commission time to explore issues on ground mounted, large scale, solar electric generation installations; the end result being revised regulations on the permitting of these installations in the Town of Plymouth. The Commission expressed concern on facility siting, on the appropriateness of topography, apprehension on steep slopes, exacerbation of water run-off, removal once the system has exceeded its useful life and safety, of all solar facilities, not only ground, mounted systems.Â
