WARNING OF TOWN ELECTION

In accordance with Section 9-226 of the General Statutes of Connecticut and Public Act 23-5, the Electors of the Town of Plymouth are hereby warned to meet at their respective polling places in said town on Tuesday, November 4, 2025, for the following purposes:

To cast their votes in the Municipal Election for Mayor, Town Council, Town Clerk, Town Treasurer, Tax Collector, Board of Finance, Board of Education, Board of Assessment Appeals, Constables, and Library Trustees.Â

Notice is hereby given that the location of the polling places on Election Day is as follows:

The polls will be open at six o'clock in the morning (6:00 am) and will remain open until eight o'clock in the evening (8:00 pm). Â Voting tabulators will be used. Â

On Election Day, the Same Day registration (SDR) hours and location will be as follows:

There is a 14-day early voting period before said election. Â The location of early voting will be at the Plymouth Town Hall, 80 Main Street, Terryville in the Community Room on the lower level. Â Hours are as indicated below. Â Same-Day Registration (SDR) is also available during these early voting hours:

The Town of Plymouth and the Department of Public Works would like to make the
following announcements in observance of Indigenous Peoples’ Day/Columbus Day.
Town Hall Administrative offices will be closed on Monday, October 13,2025 and
reopen on Tuesday, October 14, 2025
The Transfer Station will be closed on Monday, October 13, 2025 and reopen on
Tuesday, October 14, 2025.
The Recycle and Trash schedule pickups are not changed.

Please print this completed form and bring it to the town clerk’s office to obtain your ballot.  To ensure that your vote counts and gets to us in time, please DO NOT MAIL anything.  All applications and ballots must be hand delivered to the Town Clerk’s Office or dropped off in the ballot box located at the front of the town hall near the main entrance which will be open on Monday, 9/15 at 8:00 AM up to 9/23 at 8:00 PM.

Absentee Ballots are available for this Referendum from Monday September 15, 2025 through September 22, 2025.
Referendum with Less than 3 Weeks' Notice Absentee Ballot:
This absentee ballot is only for use in a referendum authorized to be held with less than 3 weeks' notice. In such case, absentee ballots are to be made available within 4 business days after the question to be voted on is finalized. (Please note: this application must be hand delivered as this absentee ballot cannot be mailed to you and all applications must be returned by Noon on Monday, September 22, 2025).
ABSENTEE BALLOTS may be applied for by any qualified voter unable to vote at the polls due to the following reasons:
•  My active service in the Armed Forces of the United States
•  My absence from my town of residence.
• Sickness
•  Physical disability
•  My religious tenets forbid secular activity on the day of the election, primary or referendum.
•  My duties as a primary, election or referendum official at a polling place other than my own during all the hours of voting.

Note: Applications must be returned by Noon on Monday, Sept. 22, 2025.

1) "SHALL THE APPROPRIATION AND BOND AUTHORIZATION OF $20,090,786 FOR THE PLANNING, DESIGN, CONSTRUCTION, DEVELOP MENT, EQUIPPING AND FURNISHING OF A NEW POLICE DEPARTMENT FACILITY, BE APPROVED?"
2) "SHALL THE APPROPRIATION AND BOND AUTHORIZATION OF $6,000,000 FOR THE PLANNING, DESIGN, ENGINEERING, CONSTRUCTION, AND RECONSTRUCTION OF VARIO US ROAD AND TOWN BRIDGE IMPROVEMENTS, BE APPROVED?"
Voters who want to approve the question will vote "YES" and those opposing will note "NO".

The Town of Plymouth will be holding a Referendum on Tuesday, September 23, 2025, from 6:00 a.m. - 8:00 p.m., in the lower level Community Room, at the Plymouth Town Hall, 80 Main Street, Terryville, CT, for the following purpose: To appropriate $20,090,786 for the planning, design, construction, development, equipping and furnishing of a new Police Department Facility and to appropriate $6,000,000 for the planning, design, engineering, construction and reconstruction of various roads and Town bridge improvements.
Pursuant to Chapter VII, Section 9b of the Town Charter, electors and qualified taxpayers are entitled to vote on the question. Chapter IX, Section 12 of the Town Charter defines (i) an elector as an individual who has attained the aged of eighteen (18), who is a Unites States Citizen, who is a bona fide resident of the Town of Plymouth, and whose name appears on the voter registration list as maintained by registrars of the Town of Plymouth, and (ii) a qualified taxpayer as an individual who is a United States citizen, who has attained the age of eighteen (18), who is a resident or non-resident of the Town of Plymouth, who owns property at an assessed value of one thousand dollars ($1,000.00) or more in the Town on the last completed grand list.
You must be registered to vote by close of business on Monday, September 22, 2025 to appear on the official registration list for the referendum scheduled for Tuesday, September 23, 2025.
